Notice is hereby given that the specifications and proposal forms are available from the North Hills Council of Governments (NGCOG) for the above mentioned project.

All bidders must be PennDOT pre-qualified as prime contractors and meet the work classification code of K.  A true and correct copy of a current "Pre-qualification Certificate", Form CS-4308 issued by the Commonwealth of Pennsylvania, Department of Transportation, must be affixed to the outside of the sealed bid proposal.  Any bid submitted without the pre-qualification certificate affixed to the outside of the sealed bid proposal will be rejected without being opened.  All bidders must also have at least one employee certified under the American Traffic Safety Services Association as a Traffic Control Supervisor, and shall have a certified Traffic Control Technician on-site to set up and maintain the traffic control devices for the work zone.

A nonrefundable fee of Sixty-Five Dollars ($65), payable in advance, will be charged for each set of the above specification if it is to be mailed or Sixty Dollars ($60) if it is to be picked up at the NGCOG offices at 300 Wetzel Road, Suite 201, Glenshaw, PA between the hours of 9:00 am and 4:00 pm weekdays. All checks must be made payable to the North Hills Council of Governments. Request specifications and proposal form.

No documents will be distributed within 24 hours of the scheduled receipt of bids.

Sealed bids will be received at the NHCOG office at 300 Wetzel Road, Suite 201, Glenshaw, PA 15116 until 11:00am, prevailing time, on Thursday, January 23, 2025. All bid proposals will be opened and read at that time at the NHCOG office. The NHCOG reserves the right to reject any and all bids in whole or in part and to waive any informalities.

Bids must be accompanied by a Bid Bond, Cashiers's Check, or Certified Check made payable, without condition, to the North Hills Council of Governments in an amount no less than 10% of the bid. Cash will not be accepted.

Brief description of project:  The project consists of the removal of existing non-ADA compliant curb ramps and replace with new PennDOT ADA compliant curb ramps at the intersecton of Freeport Road and Fox Chapel Road.
